Wayne C. Harvey received a Bachelor of Science in Civil Engineering from the Missouri School of Mines and Metallurgy in Rolla, Missouri, in 1969. He began his professional career at Continental Oil Company, where he was a Pipeline Engineer and Associate Legal Counsel. In 1973, he received a Juris Doctorate of Law from Washington University in St. Louis, Missouri. He is a Danforth Fellow, CORO Fellow, and Past General Counsel of Alpha Phi Alpha Fraternity, Inc.
He is a member of both the Missouri Bar Association and the National Bar Association and is licensed in Missouri, Illinois, the Eastern and Western District Federal Courts of Missouri; the 5th, 8th, and 9th Federal Circuit Courts of Appeals and the United States Court of Claims. He specializes in litigation pertaining to Real Estate, Real Estate Development and Finance, Personal Injury, Medical Malpractice, Nursing Home Negligence, and Bond Counsel/Tax Credit Representation. His courtroom demeanor is known for being tough but fair.
William E. Dailey, Jr. is the founder and managing attorney of The Dailey Law Firm, LLC based in St. Louis, Missouri and a member of Harvey Dailey, LLC with offices in St. Louis, MO. Will’s law practice focuses on business and domestic litigation with a broad background in medical negligence, client counseling, and a standard-setting approach to all endeavors. Prior to opening his own firm, Will worked for four years at Husch Blackwell representing physicians, nursing homes, Fortune 500 corporations, and individuals in matters involving labor and employment, toxic torts, and various areas of business litigation.
He is currently licensed to practice in Missouri and Illinois. Prior to law school, Will worked for several years in commercial banking for two national bank holding companies in downtown St. Louis. In addition, Will is a former Adjunct Professor at the Washington University School of Law facilitating classroom discussions and off campus workshops regarding the intersection of education, race, class, and law in the United States. During the unrest in Ferguson, Missouri, Will served as a Deputy General Counsel of the National Bar Association advancing efforts promoting transparency and accountability related to the disparate treatment of underserved communities across the country.
Graduating with honors, Will received his Bachelor’s degree in Finance from Xavier University of Louisiana and his law degree from Saint Louis University. A member of Alpha Phi Alpha Fraternity, Inc. since college, Will is a former Associate General Counsel and continues to mentor and motivate high school students to pursue educational opportunities at his beloved alma mater. He lives in St. Louis City and is the unashamedly proud father of three children, Destiny, Alejandro, and Valentina.
